A bulletin board stock is basically an OTC stock which is issued by startup companies which are not yet fully developed enough to meet the requirements necessary for registering on the larger stock exchanges. The bulletin board stocks are traded through broker-dealers, who in turn interact with the market makers on a one to one basis.
